Interpretation of Administritive Measures of Psychosocial Services of Mianyang / 四川精神卫生

In 2018， the NHC and 10 other ministries and commissiones jointly issued the Notice on Printing and Distributing the Work Plan for the Pilot Construction of a National Pilot System of Social and Psychological Services. Mianyang city in Sichuan province was listed as one of the pilot areas. In accordance with the Mental Health Law of the People's Republic of China and other relevant laws and regulations， as well as the spirit of documents， combing some previous investigations and local situation of social psychological services， the Mianyang Municipal People's Government has formulated the promulgated Administrive Measures of Psychosocial Services of Mianyang"， which had come into force on December 25， 2021. This paper focuses on the interpretation of relevant concepts， general rules， key contents and safeguard of this measures， in order to provide references for the standardized， sustainable and effective development of social psychological services.

Dilemma and reform on collaborative governance of Chinese herbal pieces / 中草药

The quality of Chinese herbal pieces directly determines the clinical efficacy of traditional Chinese medicine (TCM). Therefore, in the face of the unoptimistic safety situation of Chinese herbal pieces, medical products administration have taken different governance measures. However, the social governance of Chinese herbal pieces not only relies on medical products administration, but also plays the role of the multi-subject collaboration. There is a lack of effective communication and cooperation among the different levels of government, government departments at the same level, medical products administration and social subjects in the social governance of Chinese herbal pieces. The single governance of government is still the mainstream option. Therefore, in order to improve the quality of Chinese herbal pieces, it is necessary to construct the collaborative governance model of Chinese herbal pieces with the participation of various social subjects.

"The implementation path of citizen participation in ""Healthy China 2030"" strategy: From the perspective of social governance" / 中国卫生政策研究

In October 2016, the CPC Central Committee and State Council issued the outline of Healthy China 2030 Plan and put forward two main principles, namely integrating health into all policies (HiAP), and adhering to co-construction and co-sharing and mobilizing the whole society to participate.Based on this view, after analyzing the main contradictions in the social governance of China's health field, this paper points out that the synergistic design of social governance and the common governance by the whole society are the key issues to the implementation of China's health policy.This paper attempts to build a health-centered social governance mechanism that puts forward the focus on opening up the channels for citizens to participate in health policy, the formation of a unified health common value, the in-depth exploration of establishing community health services model that integrates medical resources with pension resources together to participate in the building of healthy China.

Food and drug safety is directly related to the people's health and life security.Since the 18th National Congress of the Communist Party of China,General Secretary Xi Jinping has pointed out a series of important instructions of food and drug safety,which provides us a fundamental direction to achieve food and drug safety under a new circumstance.At the present stage,food and drug safety situation is still severe.It is imperative to comprehend thoroughly the assertions of Xi Jinping's speaking and complete the assignment of food and drug safety.Therefore,we should accurately grasp the essence and internal rules of food and drug safety problems,insist on scientific supervision and social governance simultaneously and improve the capacity and level of scientific supervision and social governance.Only in this way can we make a breakthrough in food and drug safety problems.

Drug Supervision in Germany and Britain and Their Implications to China / 医药导报

Through searching literature and analyzing documents, the system of drug supervision in Germany and British was analyzed, and the conspicuous features in drug supervision were obtained. Experiences of drug supervision were summarized.Germany and Britain, as representatives of developed western countries, have established wholesome supervision system and mature supervision pattern, which are continuously developed and improved in practice. Drug administration experiences of Germany and Britain provide beneficial reference to drug supervision in China.

Research of the theory model and realization path for social evaluation of public hospitals from the social governance perspective / 中华医院管理杂志

Social evaluation governance strategy was introduced to study the social management path for public hospitals.On the basis of definition of social governance and social evaluation theory, clarification of the concepts and relationship logic of public hospital′s social evaluation,and analysis of the context analysis of their social evaluation policy,the paper discussed the establishment of social evaluation and governance theory logic framework of public hospitals.In terms of such realization paths as the purposes,indexes,entities,and methods of the evaluation,as well as result release and application of the evaluation,recommendations were made.

Social Governance Solutions for Environmental Protection of Chinese Pharmaceutical Companies from US Experience / 医药导报

To explore the problems in environmental governance of pharmaceutical industry in China,based on the conclusion that the US has done,then propose ways for environmental management to be applied to the pharmacutical industry in China,including strengthening the ecological property research;to transite the government regulation to common control by the government and the market;to speed up the disclosure of environmental information about pharmaceutical enterprise;to try contractual governance within the pharmaceutical industry;to explore sustainable development mechanism of the Evironmental Non-governmental Orgnization(ENGO);to advocate that popularizing of environmental protection knowledge scientific,to support the dissemination of science socialized.

Developing the social evaluation strategy and the study framework for public hospitals as seen from the social governance perspective / 中华医院管理杂志

Social governance is a novel form of public administration made based on the analysis and judgment for the power pattern in the course of social administration, a model advocated in the premise of a clearly positioned relationship among the government, marketplace, society and citizens.Social evaluation is an effective carrier and means leveraging the social governance theory, which has found extensive and outstanding use in such issues as expression of public interests and responsibilities,and in tackling sharp social problems. The authors called into play the scenario analysis based on public hospital management reforms with the social governance theory. In addition, they explored social governance at home and abroad as well as the theories, meaning and progress of social evaluation, and analyzed the pathways and probes in social evaluation and governance in the fields in question. On such basis, the paper proposed to explore and develop the social evaluation strategies and study framework for public hospitals in terms of healthcare management, aiming at building the social governance system and policies for public hospitals.

A gestão do desenvolvimento local no Brasil: (des)articulação de atores, instrumentos e território / Local development management in Brazil: actors' (dis)articulation, instruments and territory

As ideias de desenvolvimento local são controversas, pouco consensuadas e, às vezes, até antagônicas entre si, tanto no Brasil quanto no debate internacional. Diante dessa polêmica, este artigo discute a gestão do desenvolvimento local a partir de instrumentos selecionados por meio de uma análise exploratória não apenas conceitual e teórica, mas sobretudo prática. Do ponto de vista metodológico, foi realizada uma análise comparada de experiências regionalmente distribuídas, levando-se em conta suas inserções em redes sociais e seus resultados econômicos na região em que está inserida (Sul, Sudeste e Nordeste). Percebe-se que refletir sobre o desenvolvimento local desdobra-se em duas frentes: uma de reprodução da lógica capitalista em escala localizada (tradicional) e outra de tentativas contra-hegemônicas (solidária). Assim, algumas questões centrais foram identificadas para orientar uma reflexão sobre a intervenção dos atores da sociedade civil e dos governos na formulação de propostas e iniciativas de desenvolvimento econômico local.

The ideas of local development are controversial, there is little consensus, and sometimes they are even antagonistic, in Brazil and abroad. Given this controversy, this article discusses local development management, based on instruments selected through an exploratory analysis, not only conceptual and theoretical, but above all practical. It presents a comparative analysis of regionally distributed experiences taking into account their insertion in social networks and the economic results in their regions (South, Southeast and Northeast). On reflecting about local development one can perceive that it unfolds in two fronts: locally, a reproduction of the capitalist logic (tradition), and counter-hegemonic attempts (solidarity). Some key issues were identified to guide a reflection on the role of civil society actors and governments in the formulation of proposals and initiatives for local economic development.
